Peer Support and Transportation Access

Executive Summary

Recovery on the Move: Mobile Peer Support and Transportation Access

THRIVE is a nonprofit Recovery Community Organization dedicated to helping people overcome barriers that often stand between them and a healthier, more stable life. Through free peer support, recovery planning, resource navigation, harm reduction, outreach, transportation assistance, and connections to treatment and community services, THRIVE serves individuals facing substance use disorder, mental health challenges, houselessness, justice involvement, and other forms of instability.

At the center of THRIVE’s work are certified peer professionals who use lived experience, training, and practical knowledge to build trust and walk alongside participants as they identify and pursue their recovery goals. THRIVE has grown from a local recovery organization into a state-designated Regional Recovery Hub serving 17 Indiana counties while maintaining a strong presence in Clark, Floyd, and Harrison counties since 2020.

With this request, THRIVE seeks to launch Recovery on the Move, a two-year mobile peer-support initiative dedicated exclusively to Clark, Floyd, and Harrison counties. The project will pair a certified peer professional with an organizational SUV, allowing THRIVE to provide more consistent community-based support to adults facing transportation and access barriers.

The mobile peer will provide intake and reengagement services, recovery planning, one-on-one support, resource navigation, follow-up, and help connecting participants to treatment, healthcare, employment, identification services, health insurance, housing resources, recovery activities, and other stabilizing supports. When transportation is necessary to complete an identified recovery or stability goal, the peer will accompany the participant and continue providing support throughout the process.

The need is significant. From January through June 2026, THRIVE documented 964 unique participants in Clark County, 497 in Floyd County, and 68 in Harrison County. During the same period, participants received more than 3,000 recovery plans, 867 intakes, 688 intake reactivations, and more than 1,500 in-person brief check-ins.

Transportation data shows an equally urgent need. Between January and June 2026, THRIVE coordinated 3,485 rides in Clark, Floyd, and Harrison counties. A previous state-supported transportation arrangement ended on June 30, 2026. Under the new structure, THRIVE receives only $9,000 per month to meet transportation needs across all 17 counties in its Regional Recovery Hub service area. The entire July allocation was exhausted by July 10.

Recovery on the Move creates dedicated capacity for one peer to focus on mobile engagement, accompaniment and follow-up while existing staff maintain their caseloads and other responsibilities.

Impact100 funding will help purchase and equip the SUV and launch the dedicated mobile peer position. The vehicle will be professionally wrapped with THRIVE’s logo and recognition of Impact100 Southern Indiana’s support, creating a visible and lasting representation of the investment throughout the region.

The SUV will remain a permanent asset. THRIVE will assume ongoing operating costs and use eligible reimbursement to help sustain the position while continuing to serve participants regardless of eligibility.

THRIVE has the certified staff, supervision, billing and documentation systems, local offices, transportation experience and community trust needed to implement the project. Eight organizations have provided letters of support.

Recovery on the Move will allow a peer to reach, support and travel alongside participants through meaningful steps of recovery, creating a visible and lasting community resource.
